If you are looking for a freeware/donateware dictionary for Pocket PC, WordNet looks to be a strong option.
From the author: "This is a project that I started after checking out the efforts of Malcolm Crowe in creating a .Net port for WordNet. His excellent port supports WordNet 1.6. I have modified his port with the new 2.0 changes to make it compatible with the 2.0 database. The goal of my project is to make a high quality, free dictionary/thesaurus for the Pocket PC platform. To date there is nothing out there that's both free and high quality."

I've been checking my site stats and finding where my site is being hit from, and I'm excited to find people writing about WordNetCE, thanks!!! 8-)
Anyway, WordNetCE will be completed soon, as the website says the product is usable, but still under construction. Keep an eye out because updates are being uploaded constantly.
Checkout my new online version WordNetAspNet at http://www.ebswift.com/WordNetAspNet. It's an ASP.Net implementation of Princeton's WordNet. You can test what WordNetCE is meant to do before you download it!
Although still under construction, it is operational, and will have the same capabilities as WordNetCE ( http://www.ebswift.com/PocketPC/WordNetCE ).
