my friend has a standard Sprint flip phone with no data plan and he is getting weather updates. I confirmed with him that he's also not getting internet charges because his phone is not able to surf the web.
You don't need the internet to get Weather forecasts and current conditions. Try Weatherbug's mobile options :

You can either sign up for Text Forecasts/Alerts (which is sent on days and times you specify) or Mobile on Demand, in which you text "F" for forecast and then your "Zip Code" to 46284 (I think it is suppose to spell GoBug) and it will send you a text message with the forecast from the closest tracking station in your neighborhood.
They have the best weather data as it's updated every 2 seconds from 1 of the over 8,000 weather tracking stations across the country. They are located throughout neighborhoods, in schools, TV stations, so you have the most accurate info for your immediate area.
I tried others, but they are not as accurate and use data from airports that are updated only every hour. Do you live near an airport....do most people live near an airport? Does this make as much sense?
I have been using this, plus their Windows Mobile version with Live data (will need data plan for this one) for the past 2 years and it's very good.

I have not tried Weather Bug so I can't comment on that though the short review does look good.
However, I have tried SBSH Pocket's Weather and it's pretty awesome too.
From my experience with weather programs, you do not need a data plan to update the weather information, just a connection will be fine. This can be when your device is connected to your PC during sync-ing or when you use WiFi on your device (if it has one). You can even use a Bluetooth connection to your PC to get the updates though this might be a bit more complicated to set up.
The bottom line is that if you want to use such weather software for your 8125, you need to connect it to the internet somehow to get the updates. This can be through a data plan (which you need to pay) or through WiFi/ActiveSync (which is free).
