If I understand correctly the instructions tell you to usee Acitve Sync, but you have Vista which does not use Active Sync (renamed to Windows Mobile Device Center)? If I understand that correctly I would think the Rom would still install as what you need is an active connection between your PPC and the PC.

What OS version is currently running on your device? WMDC will not work with any version older than WM5. This has been an issue for people with pre-WM5 devices and Vista-based PC hosts since ActiveSync (which works with older versions of WM) will not run on Vista. At this time, there is no solution other than finding a host PC still running XP or Windows 2000.

If your device OS is one that should work with WMDC, check the WMDC version. If it is 6.0 then go to the Microsoft site and download 6.1 which was released recently. The update solves some problems and also fully activates a few options that were not really functional in the initial release.

If your device is WM5 or later, what happens when you connect your PPC to your PC? Does WMDC try to connect? Any error messages? Have you ever been able to connect?

With WM5 and later your PC needs to be able to assign an IP address to your PPC when connecting. be sure that DHCP is enabled as a service on your PC (it probably is, and I assume this to be true for Vista) and that you are not being blocked by your firewall.

Dynamic Host Configuration Protocol
Dynamic Host Configuration Protocol - Wikipedia, the free encyclopedia

Prior to DHCP each IP device had an IP address (like 192.168.1.250) manually assigned. Since DHCP Windows takes care of this for you and your PPC needs to be able to get an IP address from Windows.

I am not sure if you should be able to find the address or not. If DHCP is enabled on your PC (check under Services) then your PPC is getting an address. If memory serves me there is a specific address being used, but i don't recall what it is.
