Windows Mobile is a specific implementation of Win CE and your iPAQ is already running a version of WM. It will identify itself using the Win CE version it is developed on. You haven't told us what version you are currently running, so it is hard to tell you whether there is anything available that can reflash your device's ROM to a later WM version.. The best place to check for any released updates is the HP web site since HP would be the source for any OS updates for its devices.
You should check the HP web site to see if a ROM upgrade to WM2003 was ever released for your model. If it was, you can probably still find it available on eBay even though HP would not be selling it direeectly annny longer. If memory serves, the pocketpc version of Win CE 3 was PPC2002 (also known as WM2002). Any upgrade would have been prepared and released by HP and the OS update would be installed by reflaaashing the device's ROM area with a new OS image prepped for your device model.
