Sure can. It's called Audacity. With this free program you can take any Mp3 and shorten it to 30 seconds or less and use it for your ringtone.

Another option for creating ringtones is the ToneBee online ringtone maker. Great thing about it is that it doesn't require download or install of any software.

You can also try Myxer. Free, editing software on the site, and sends it to your phone.

But I agree, Audacity is much better. And you can use it for much more than just making ringtones.
