Hi I'm knew to the pocket PC operating system and I'm looking into buying the HTC Touch, however I was wondering is there a way you can download movies from a website (free or paying) and then transfer it to your pocket PC?

I don't know about download sites, but I use Pocket-DVD Studio to rip a movie for viewing on my PPC (Asus MyPal A716, by the way). It works very well and you have a lot of latitude on file quality and size.
Sure, as long as it's the right codec. If it's in something else then there are numerous converting programs in the web; nothing a quick google wouldn't fix.
Andd if by download sites you mean things like youtube/myspace/google video, you'll definitely have to convert them, as they're in .flv format. From what I gather MS doesn't like it for some reason.
I have been trying to get just the **right** codec and format for putting DVDs on my 8525 using exclusively freeware. spd has a really good DVD ripper to smart phone, but with all the freeware items out there I thought I would pursue it. It is EASIER to put video on you iPod than on an 8525 as getting just the "right" WMV, GP2 or MP4 format has been tricky. If you have $20 and want to save some time, buy one of the many apps that do it all in one shot. The one thing I have discovered about the freeware method is that it takes MUCH longer to rip, concatenate the VOB files and then format them to the 8525 than just using the commercial package.
Microsoft's (free) Windows Media Encoder converts a wide range of video formats into a format and resolution suitable for Microsoft Windows Media Player Mobile (included with all Pocket PCs), with default profiles for standard (portrait) and high-quality (landscape) modes...
On my Pocket PC, I've converted a number of movies for mobile playback and whilst they're far from perfect, they are suitable for mobile use and one of the better solutions I have found to date.
