The first thing to look at is what you have in PPC memory as opposed to a storage card (if program space is what you are talking about). Unlike Palm, programs that have alarms and run in the background can be run from a card. The only things I keep in device memory are my Today screen stuff - helps them load up faster. I run FizzWeather from a card - and I have it update itself every several hours.
The 'X' button does not close apps, it puts them into the background. Add a task manager to your device that lets you close apps easily. My own first choices are HandySwitcher (commercial) and vBar (freeware).
Temp files are placed by default in the main memory storage area. These include browser cache files. An app like MemMaid (commercial) will handle a variety of cleaning chores for you. The freeware ClearTemp will clean up temp and cache folders. A tweaking app like Tweaks2k2 lets you place some of these folders on a storage card, where their propensity to expand has less impact.
Check sites like Pocketpcfreewares.net and Freewarepocketpc.com to find archives of freeware, including useful utility apps. Pocketpcfreewares has a very good rating system for apps in that archive to help identify good candidates to try on your device.
