It seems like every file i try to download, i cant get to install. first i sync them from my computer. then i unzip them and move them to my personal folder. i doubleclick on the .exe file and it says it is not a pocket pc file......am i doing something wrong??
You will find that there are two types of .exe files for PPC.
Normally you follow the advice of Linley, and execute while your device is synced, however you may experience some that will give you an answer about not being a windows program or similar when executing on the desktop. Transfer only these .exe files to your PPC to execute.

rattmann once you have installed any program on the Mini SD card in your device WM5 will create a folder called Program Files. Any file that ends with .cab drop it into this folder, and then on the device select the file through /My Device/Storage Card/Program Files and follow the instructions.
If it ends with .exe try it from the desktop and if you get an error message, copy it to the same location above, and try it from the device and it should work, or tell you it isn't for your device. If it installs and doesn't put a shortcut in your programs list create a shortcut by holding your stylus on the program until a menu list appears, select "Create Shortcut" Then through Activesync you can Explore the device and find the shortcut through the above path. Then copy the shortcut into /My Device/Windows/Start Menu/Programs/(Games - if required) and you will be able to see it when you select programs from your main drop down Start Menu porgrams list. I have done this with programs like "Frogger" and "LVMTopBat" which are .exe files that execute on the device.
Just takes some practice and installing a hell of a lot of programs for trial after changing ROM's to get the one I liked. Also try a site called XDA Developers website and you'll get a LOT of information from the fellas there - they are goooooooooooooooooooooooooooooooood.
