It depends completely on the device maker. Since each OS ROM image contains only the hardware drivers needed for a specific model or model line, you need to go to your device maker's site to see if your model received an update. Unlike desktop Windows, Microsoft does not release WM updates direct to end-users at this time. Some devices did get an update to WM5 but many did not.
