My PocketPC has an operation system, that has a windows icon on the start buton, however when I try to see the about to understand if it is Windows Mobile 5.0 or another version, the following apears:

What is that Windows?
Is it a Windows at all?
Can I install a beter one?

All WM releases reference the Windows CE version they are built on; your device is running the version that is implemented from CE version 3. That means you have PocketPC (or Windows Mobile) 2002. You would need to check the device maker's website to see if an OS update was issued for your particular device. Microsoft does not issue WM updates directly to end users but to the device makers, who provide device drivers and software required by their specific hardware.
Some devices running 2002 did receive updates to 2003, but only a few. You need to check the maker's site to find out about your model. You will not find any PPC2002 devices updated to WM5.
WinCE 2002 sounds fine. Maybe I will not reinstall it. If I install the 2003 will it be slower (as every new version of Windows for desktop PC is slower)?
I found WM2003 a nice update from PPC2002 with a number of very nice enhancements. I did not notice any significant performance decrease. If your device has an update available, it would be a nice step up. WM2003 did not make significant architectural changes to how the OS operated so most devices running PPC2002 on an ARM processor would be technically capable of running WM2003. But, again, that was completely up to each device maker.
As said above, the update for your device (if there is one) will only be released by your device's maker. Check their website to see if one was ever produced. If one was issued, you may be able to find it on eBay if it is no longer available from the device maker.
The processor speed is fine, but it needs to be an ARM-architecture processor.
Very important: DO NOT install a version released for another device onto yours. It would very likely leave you with a dead device. WM OS images are very device-specific.
