My brother has a ipaq h3900 and I was wondering if there was a 2003 download to put on his because it is now using windows mobile 2002.

I don't believe there's an "official" "free" download for the 3900 series. I'm pretty sure HP offered a paid upgrade when WM2003 came out, but that was quite a while ago.

I think your brother is out of luck. Maybe it's time to upgrade to a new handheld?
