If the subfolder is in your desktop Outlook's default inbox, whether or not it is available on your device is set in the ActiveSync options on your desktop host. The sync options for the inbox area will display all the subfolders available in the default inbox, allowing you to activate only those you want to sync to your device. The subfolder will then display under the main Outlook inbox on your device so you can select it to view its contents like any other folder.

For the inbox account that links to Outlook, yes. For other email accounts that you set up on the device, they will show email collected through send/receive sessions or pushed to you, depending on the settings you have assigned to them.
