Many app install packages circulated in .exe form must be run from a host desktop and installed over ActiveSync. Zip archives will usually contain the .cab file that your WM device can run natively once it has been extracted. Unless you use a cab management app on your device to direct the install, running the .cab will always put the installation in the app's predefined default location.

As a general rule, unless software tells you it is direct install or is in .cab format, assume that it is intended for installation from a desktop host. If you have compression management software on your device (typical formats are zip and rar), you can sometimes extract the .cab file to do the install directly on your device, but this depends on exactly how the nstall package is compiled.

Remember, if you have a desktop .exe file, it is very unlikely it will run on a WM device.

Hope this helps.
