It's not a website, but it's cheaper in the long run: If you have a DVD drive and some discs, you can rip them in whatever quality/size you want and send them straight to your storage card. There's a lot of software that does all of this for you!

A lot of movies that are available for download LEGALLY are not formatted for the PPC, but rather for viewing on a PC. There are illegal PTP sources for movies, but we don't discuss that here.
Like Run124 said, there are several programs that will allow you to convert DVD's you already own into a format compatible with a PPC.
The one I find the most user friendly is Pocket DVD Studio. One feature I am fond of is the ability to pause the conversion process and transfer the clip to your device to see if it is to your satisfaction prior to converting the entire movie.
As far as conversion is concerned an even better program than Pocket DVD Studio is the new deset Pocket Video Maker 2.0. You can customize conversion for optimized display/file size for your device. The one drawback is that your can't convert anything with the demo version. www.pocketland.net/28761
