It's not free but you may want to check out Douglas Becks website Digital Concepts He has a great little doodle program, any images can be animated to produce a mini movie. It's called Flip It and is priced at $4.99, a demo is available as well. It's really cool and easy to use.
Not being an artist or animator myself, I'm limited to badly drawn matchstick men. But I reckon someone with talent could really do something with this.
