I just today had the same problem (Forgive me on terminology, I just got my Wing yesterday which is my first ever PocketPC).
Turns out, if you select the image as a background through your Today options in Settings, it sets the opacity pretty high which is why you're getting that haze.
Find your image through the file browser, open it, then tap on menu (i think, it's the bottom right anyway) and choose Set as today background. It will then let you set the opacity (Set to 0 if you want it full color).
You may need to change the color of your today and start menu text though, I did. That's done through any one of the many programs out there, as well as editing the registry HKLM\Software\Microsoft\Colors. Variables 4 and 39 are the main ones, 39 being start menu color and 4 being Today item text colors. They should be set as FF FF FF 00 currently (white), but you can change it to whatever you want (I have 00 00 00 00 which is black).
