I would say it is always worth trying a soft reset before taking more drastic steps like a hard reset. There is a very good chance that the problem is simply a corruption of code in the program execution area that will be quickly remedied by a soft reset, which will not erase any of your stored data or added apps. If that does not correct the issue, try removing recently-installed apps that were put on the device about the time you noted the problem behavior. You can aiways do a hard reset if nothing else works.
