I have been using NoteM which is a MP3 voice recorder on my iPAQ 4150 now for a couple of days. It allows on-the-fly MP3 recording up to a quality setting of 44.10kHz 128kbps stereo.
Although recording in "stereo" from my iPAQ's inbuilt mic is a waste.
This is a simple to use stable program and the quality is as good as you would expect from my hardware setup.
And of course it's free!
