Does anyone know how to set the settings or what browser or software to use when online with a Ipaq 4533 to get the whole page to show on the screen at once so that you wont have to scroll around??

Based on the way I interpret your question, I am not sure if this is possible or even a good idea. Most web pages require scrolling on a desktop browser, so if you resize them to fit on a desktop screen, the text and images would be "squashed". Take that down to the size of your PPC screen and you would probably have a problem making anything out at all.
You could also look into something like NetFront, PIEPlus or ThunderHawk. These will get more of the page on screen but still no guarantee that you wont have to scroll.
If you you want to be really annoyed try Nydoit Virtual display. It will fit the web page on the screen but you won't be able to navigate it too well.
Quite a few sites have PDA versions, text only versions, or you can look for RSS (but still have to scroll).
Personally for my news site I use the BBC text only version and it works great. If you search around you can find at least a few hundred "major" sites for the PPC.
