Microsoft is looking to open up Window CE to allow devicemakers to modify the OS.
While this looks good on paper, I don't think the OEMs are going to be happy with Microsoft owning their improvements.
Due to growing competition from the Linux, Microsoft announced that it will allow hardware makers to modify the various forms of Windows CE OS used in mobile phones (Smartphone 2002), PDAs (Pocket PC), and other devices. Under Microsoft's new Shared Source Premium Licensing Program, hardware makers would not be charged additional royalty or licensing fees for selling modified software. However, under the terms of the program, some changes to the software could either belong to or be licensed back to Microsoft.
