I love photofiltre. It has lots of features simular to photoshop, but free. The thing I love most is the resizing tool. It lets you resize a picture not only by pixels but also, inches and cm. Works great if you need to reproduce an image to fit in a lockette or charm. Best of all it's free. Google it, photofiltre is the correct spelling. it's French I think.
