The Cingular is not Pocket PC only, which is what was specified. Depending on where you are, the Dell x51v or a Loox model would seem to be the best choices. The selection of PPC-only devices is getting thinner as more models of converged devices are released. None of the new HP PPC-only models are VGA.

If I recall correctly, some (or maybe all) the Loox models have USB host function, though you will need an adapter to create a standard host port. My Toshiba e805 has this as well and even though USB is very limited in WM, I use it regularly with flash drives, an externally-powered hard drive and an external keyboard. That would steer me toward the Loox even though the Dell seems to be a nice little number, too.
Like most WM devices, the Dell is built with USB client function only. It can connect to a host PC for syncing over USB. The Loox is built to also act as USB host, so that with the adapter it can provide a host port to connect some USB devices to it, such as keyboards or flash memory sticks.
There is nothing better than an HP HX4700 (period). Get a big SD card, a bigger CF card, check out the software sites, get a GPS receiver and you can't go wrong.
