We need to connect to internet via HP ipaq 4150 or 2490.
Is there any GSM card for these devices.

Unfortunately the two iPAQs you listed (4150 and 2490) do not support GSM use. The only way to connect to the internet with these devices are either through WiFi or a mobile phone with a data plan tethered to the iPAQ via IrDA and Bluetooth.
