Use Standard GPS

How would one go about making a transiver, or even for that matter, a transmitter, so that you could use a pocket pc with a standard serial gps, for example... a garmin rhino 120?

That's going to be tough if it doesn't explicity work for PPC. You'd need an electrical engineer to do the wiring and a programmer to write device drivers.

You can build or buy a cable (3 wires) between your GPS and PDA.
Simple instructions:
http://www.syz.com/gps/etrex2info.pdf#search='eMap%20to%20DB9%20pinout'
Complicated instructions
You'll of course also need a connector with the serial pinouts for your particular PDA, and software like VisualGPS to test with.
