The rules are as follows: the wires have different shapes and need to be rotated to form a closed circuit. Once the circuit is completed (closed), it disappears. This will let you quickly get power back to 100% so that you can proceed to a new level. As you pass from level to level, you will see the power returning back to the city!
I'll tell you what....Ballshooter comes up with some great ideas for games....I mean who would've ever thought of completing circuits for a game? They are very innovative. 8)
