Many can already watched TV on their pocketPC, but that's probably with subscription to Sprint's MobileTV, or some other things like Sling. However, E-TEN is about to show something that would be the first PocketPC that wil actually offer a TV! (DVB-H, or Freeview, full terestrial TV reception)
The device will be offered in Germany for 100 Euros on Subscription contract (of course). The DVC-H will be the standard for TV on mobile devices according to the European government. No carriers have the license to use that TV standard yet. That also includes Vodafone, who of which will be providing this service.
The PocketPC from Vodafone will be announced with no 3G or GPS functionalities. It'll be called the t600. It'll have the standard features of other PocketPC with WiFi and quad-band. It's a VGA screen!
Nothing is mentioned on the speed of the device yet. That one we'll have to wait and see. Hopefully, it'll get off the subscription system and become a standard for all around soon!
