T-mobile planned to begin construction of their 3G network this year, but is on hold because the federal government is still using portions of the 1700MHz spectrum that T-Mobile won last year during the AWS auctions. Commerce Secretary Carlos Gutierrez noted that homeland security agencies along other law enforcement departments using the spectrum have had problematic issues moving off of spectrum. T-Mobile, which is the only major US wireless network operator to not offer 3G services, spent $4.2 billion last year to acquire the 120 needed licenses. On top of that, they spent an additional $50 million to expedite the governments move off from that spectrum.
