UK regulators ruled that O2 was not able to rollout their next generation network fast enough. O2 was able to reach 76% of the population before the deadline, at the end of 2007. O2 was required to reach at least 80% in order to acquire the 3G license. Now O2 faces some stiff fines. O2 responded by saying that they concentrated on specific areas where demand was higher. At these places they wanted to provide superior indoor coverage, and not just outdoor.
