Couple of problems with phone.

So I got this phone about 3 or so weeks ago used and right from the get go the scroll wheel wouldn't scroll up. I can physically scroll it up but on the screen it just goes down.
Another problem I'm experiencing is the hardware buttons on the outside and the keyboard sometimes don't work. I really don't get why it's doing it because the phone lights up and recognizes that I'm pressing the keyboard, it just doesn't do anything on the screen.

I've tried hard resets and soft resets and the problem still comes and gos on it's on. Any suggestions?

It seems like your experiencing hardware issues, it wont matter how many times you reset the device. You are going to have to take the device apart and check your connections. This usally happens because of to many drops and the flex cable coming loose.
