The maker may be able to help, but do not hold your breath. Each device comes with a license for a particular language version and the maker needs to observe that licensing restriction. You may be able to find a copy of the WM2003 English ROM for your device on their support site which you may be able to use to reflash, but it is always a crap shoot to reflash to a different language.
Since MS does not release the WM OS directly to the end-user, do not waste your time contacting them. They will direct you to contact the maker, who is responsible for preparing the ROM images that contain the device drivers needed for their particular hardware.
