This solution should work %95 of the time. What you do is install the application. When active sync pops up and says "app will be installed on next connection" then you can do the fun part. Navigate to "C:\Program Files\Microsoft ActiveSync" and find the application folder. There should be a cab file there as well as an .ini or uninstaller. All you need to do is move the cab file to a memory card, upload it and download it to your device, or whatever you do to get files on your device. It will work as if you installed the program from activesync!
