From what I have experienced so far, it is pretty simple once you find out where to go. Go to the start menu, then settings, then make sure you are on the personal tab and select the "voice speed dial". Once selected, there are tabs on the bottom; voice tag, contacts, SIM, application, and about.
If you want to tag a contact, then go to contacts and select a contact and tap the button in the bottom right that has the image of a phone and mic. Then you can select which phone # you want and press the red button to record. Record your tag then tap "ok" in the upper right to go back to the list.
If you want to tag a SIM contact or an application, just choose that tab, then choose the contact or app, then tap record and record your tag.
As for how to start it, you can go to start menu, programs, voice speed dial, or you can do what I did. I found myself using the voice tags more than the comm manager (you can just tap the screen for that) so I replaced the button assignments. To do that, go to the start menu, settings, make sure you are on the personal tab, then tap buttons. I assigned the comm button, right next to power button, button 3, to voice speed dial. That way I can just press that button, wait for the beep, then say the voice tag and viola.
