No he's got it right.
And I've been teathered for about a year and no complaints from T-Mobile for using the Internet on my laptop.
According to the first site on google that comes up when you look for T-MobileWeb now the Proxy is no longer needed, but keep this info here cause you never know when that'll come back up:
Here's the site I had used before I found Tim's post. They have info for the Windows Mobile Smartphones also (both 2003, and 5.)

And they have instructions on how to get it with a PC Card too.
Same info as tim put up, you just have to know where to find the goods
Cause not all of us are lucky enough to have full PDA's with their phone service
