That's a nice pocket pc, for your questions well let me explain it in a simple way i know. Yes you will be able to surf the internet using your wifi connection, if it's free well it really depends on the owner of that Access Point if the security is off then likely it's free, you can find most of this in Coffee shops, hotel lobby and even some Airports are not offering it for free at waiting area.
The data you are referring to is EDGE/GPRS connection, you can also use this to connect to the internet but as you said cingular offer it a bit pricey.
