Is your other installed applications also missing? did your device had hard reset? if that what happened you will loose all the data including you're contacts.I think contacts data are instored in /windows directory. why not try to sync you're pocket pc with you pc to get your contact again. Better yet if you have a backup software, why not use it to restore it.
